On the afternoon of 11 November 2025, at the 8th floor main conference hall of the Lao Securities Exchange, the Office of the Securities and Exchange Commission (SEC) held a ceremony to summarize the achievements of the Lao capital market on the occasion of its 15th Anniversary (10/2010–10/2025). The event was chaired by H.E. Saleumsay Kommasith, Member of the Party Central Committee, Deputy Prime Minister, and Chairman of the Securities and Exchange Commission. Also in attendance were the Vice Chairpersons of the Commission and its members, former staff, individuals who contributed to the establishment of the capital market, participating stakeholders, and representatives from relevant international organizations—more than 167 participants in total.
At the beginning of the ceremony, Mr. Phengsy Phengmeuang, Head of the SEC, presented a brief report summarizing the 15-year development and progress of the Lao capital market. The presentation highlighted multiple achievements contributing to the market’s continuous and progressive growth, such as:
- The increase in capital mobilized through the capital market compared to GDP
- The growing number of listed securities
- The rising number of domestic and foreign investor accounts
- The establishment of a comprehensive legal and regulatory framework
- The expansion of regional and international cooperation
- Various related activities supporting market development
A key emphasis was the future development plan to address current challenges and promote balanced and sustainable growth of the market.
Following this, Mr. Siewsavath Thilakoun, CEO of the Lao Securities Exchange, presented the five-year operational plan as an important component of the secondary market. The ceremony also included an award session recognizing individuals and organizations that have contributed significantly to the establishment and development of the Lao capital market. Awards were presented by H.E. Saleumsay Kommasith, Deputy Prime Minister and Chairman of the SEC, and Mr. Bounkham Vorachit, Governor of the Bank of the Lao PDR and Vice Chairman of the SEC.
Before the ceremony concluded, H.E. Saleumsay Kommasith delivered guiding remarks to all staff and relevant sectors, emphasizing their essential roles in promoting the growth of the Lao capital market in both scale and quality, while aligning with modernization, environmental sustainability, and long-term resilience.
Mr. Houmphansaiyalat, in his personal capacity and as the Chairman of Laovalue Property Valuation Co., Ltd., expressed his highest honor in participating in the 15th Anniversary Celebration of the Lao Capital Market.
On this special occasion, the company received a Certificate of Commendation and an Honorary Trophy from the Securities and Exchange Commission, presented by H.E. Saleumsay Kommasith.
